Rebutia minuscula is a small globular cactus in the Cactaceae, a family of arid-adapted plants that store water in their tissue and rot readily when kept wet. Give it bright, direct light and a gritty, fast-draining mix, and water deeply only once the soil has dried out completely, letting it stay dry between soakings. In cooler, darker months it needs far less water, so err toward leaving it dry rather than damp.
